Are these going to be open to anyone (with the DLC of course?) or will it be reputation based like the other cross trained units?

Devs have confirmed...

You get 2 of them for Free after buying the pack at the Rank of your highest unit to avoid grinding them

You can always hire them from Rank 0 after the pack is bought

They are added to the Hired Sword rotation for having potential higher ranked Smugglers/Globadiers

They are Heroes and thus must be used in one of the 4 Hero slots
